Goal:
Re-populate the Arrancar race.

Ostacle:
Method of getting the other Horsemen to do as she wishes, rarity of hollows these days; time involved in helping the hollows gain enough power to become Arrancar; the act of helping them find sources of power to achieve the level required to become an Arrancar.

Task:
Meet with the Horsemen and reveal her desires and plans for bringing the arrancar to greater security against the Vizards and Shinigami. They must then find hollows who show potential to become arrancar, or arrancar who have already formed naturally but have not yet come to their attention.

Expectation:
The Horsemen should find some way to work with Arrancar-applicants and train them up to be powerful enough to be one of the Sins. No future arrancar applicants will be considered for these positions until they've found time to be mentored, recruited, and/or trained by Conquest, War, Famine, or Death. These mentorships can be individual or done with multiple students to one master.

Reina Tinieblas emerged from an opening that suddenly appeared on a wall. She stood for a moment in her fully released form before resealing it back into her zanpakutoh. She could only use her Wormhole ability when she released Hueco Caducado, but it was well worth the inconvenience. The process had actually become more of a reflex than anything else, whereas most arrancar had some ritual pattern they felt was necessary. Few of her kind used their released form as often as she did, even if her frequent use of such power was merely for travelling purposes.

Behind her lay her vast library hidden in the deepest chambers of the ruined Las Noches. It held records of every event that had transpired over the last couple of millenia. With a sigh, she watched it close and then looked at the lone book in her right arm. Something would transpire today, more than likely, that would be worth recording.

Her gaze swept over the rubble and debris. Nothing had changed except for a shift in the sand a ways off in the distance. The stone's seemed to be just a slight bit more covered by a layer of dust than the previous time she decided to take notice. It would not be long before the entire site was buried and forgotten. It was once a glorious and immortal empire, but now it was being consumed by infinitesimal specks of dust. A sad way to go, really.

As she walked around the ramparts, a plan formulated in her mind about how to re-organize the Arrancar more efficiently. The Kishimasuki had maintained peace with them for some time, but, quite obviously, nothing lasted forever, and they were still quite scattered. They had to find some way to re-populate the Arrancar race. She needed her subordinate horsemen, Feuern Zie Zauber, Tsuneo Arai, and Seth Misuki for that. They had to find hollows and help them become Arrancar. As far as she knew, the Hogyoku crystal was destroyed. Making the new arrancar organization would not be easy.

Reina knew War, Famine, and Death were somewhere nearby. The only difficulty would be getting their attention and then getting them to execute her wishes. They would do so, one way or another, but she did not want to have to go about the matter in an uncivil way. They were fortunate enough to already have Fubuki Koori survive and become Wrath, but they still had several other spaces to fill, and then finding Fraccion, and she wasn't confident that he would be as effective as Feu, Tsuneo, or Seth. It would be a tedious and interesting task for them all, but one wel-worth the effort.

A new pulse of reistu ran throughout the desert. A fair distance away a new figure appeared. The figure stood still moment but after a threw moments begun to walk towards the lone arrancar, who stood on the ruins of one of the greatest fortresses in the history of Hueco Mundo.

The figure continued walking towards the arrancar until in spitting distance, with her reistu capped and her weapon away. The figure again stood there still, but this time it was looking directly at Reina. The figure lifted her hand and softly pulled down the cloth that covered her face. The figure was Seth Misuki, the third horsemen of the arrancar and one of the elite.

She blinked then in a soft gentle voice began to speak "Reina Tinieblas, Queen of the arrancar, I sensed your presence here so I have come to ask you a question, whilst your around." Seth stopped for a second to see Reinas' reaction. Seth didn't usually bother coming such a long way just to ask one messily question, but for this she decided to make an expectation as she was longing to know the answer. It was something was indeed something that had been of some interest to Seth for some time now, and it probable was something that the rest of the horsemen want to know as well.

Because the question wasn't to complex Seth hoped for an easy straight forward reply, with a decent explanation of why. Although even if there wasn't a explanation or even a reply what so ever it did not matter too dearly to Seth. But it might make her pissed off. Being the person she was and the horsemen of plague should mean that she gets at least a decent answer to the question that she wanted to ask. Seth lightly flicked back her hair as it was getting in the way of her eyes. Although in the pressence of the great Reina Tinieblas, she needed to be on her toes being a respectable horsemen.

Reina smiled inwardly as one of her Horsemen arrived. With the two of them now in one place it would be difficult for the other two to resist their curiosity. Whether they thought this was a clandestine meeting or a function that would be beneficial to all arrancar-kind would be an afterthought. An Arrancar was nothing if not curious - aside from being supremely amibitious and deadly.

"Seth Mizuki. You have a question and, as expected, I will have an answer. There is much that needs to get done while we are here despite what that answer may be, however."

Reina's expression altered very little from that of someone who had little hope for the future and yet fancied a plan to shape it, nonetheless. Her gaze was reserved, her lips even, and her posture relaxed.

Slowly the Arrancar Queen's gaze swept over the barren wasteland once more before returning to Famine. Feu and Tsuneo would arrive soon enough. The obsidian torc on her forehead flashed from the light the sands seemed to give off on their own, as there was no sun to speak of in Hueco Mundo. Hope had been dead with that once-glorious sun before any of them had been born, and now the path they walked was lit by the dirt that lay at their feet; beneath contempt and beyond notice.

It was refreshing, to say the least. She and the other three Horsemen had nothing to lose, but everything to gain - at least from her standpoint.

Seth’s’ facial expression went even gloomier hearing that there was much to be done, but Seth’s' mind wondered. Was that much to be done what she wanted to do, or was it much to be done as in there was loads of boring demeaning work. But then she realized it was stupid to be thinking about it when she could just ask now.

She cleared her throat of the sand, and gave a slightly larger than normal breath.
" When are we going to kill those bloody shinigami?" She said in a civil voice regardless of it’s' context.

Seth stared at the arrancar queen, but not in a way that it would build tension between the two or mean something discreet. It was more of an “I want to know” look. Seth stared deep into her eyes and felt slightly cold just by looking at her, The Queen of evil, or arrancar depending on your view on things. Seth again lightly flicked the hair off her face and continued the stare. And the longer she stared into her ocean blue eyes the more excited she got, regardless to the fact that when Seth got excited you wouldn't be able to tell because it was so miled, well as long as candy wasn't mention.

The wind blew and the sand started to shift slightly, but Seth stood firmly with her feet stuck into the sand. It seemed that at this moment in time nothing in existence could move her or make her think that she wasn't one of the strongest arrancar' in around. Seth was slightly pissed though hearing that she wasn’t going to be the only female arrancar around, this time.

"In time," A voice seemed to announce through the wind."Death is something that you should never rush to enact, for if you do... death may befall you instead."

As the words echoed across the plains of Hueco Mundo, a wisp of black reiatsu appeared. And then there was more, swirling about in a single area, and hastily taking the shape of a man - an arrancar to be more precise. The Horseman of Death, Tsuneo Arai, had arrived at the meeting.

His eyes were closed, and his head was bowed. It wasn't out of respect for Reina Tinieblas, for Tsuneo respected nobody. No, his eyes were closed and his head was bowed out of respect for Las Noches, the ancient base of the Espada. A place where the old arrancar gathered under the unlikely leadership of three shinigami. Oh the irony, Tsuneo thought.

Finally, he forced himself to open his eyes and look upon the rubble surrounding him, and look at his leader before him. His gaze was unrevealing; showing no hate, yet no love either. It was the gaze of a man who has seen much death and chaos before. It was the gaze of a man with an icy black heart.

"What do you want?"

Reina always found Seth's straightforwardness refreshing. It was true that just the four of them and Yukio Kuroi would cause quite a bit of trouble for Soul Society, but it was through the combined efforts of the Vizards, Shinigami and Humans that they were defeated, along with Aizen's supreme ambition, She knew her followers would want more than just Soul Society despite the separate peace with the Vizards. Her gaze was even as she gave a slight smile and answered Seth, "And why should we limit ourselves only to Shinigami, Famine?"

She would have continued if not for Death's voice resonating through the air, causing her to frown slightly. It would at least give Famine a moment to consider her words for the time when she brought up her true reasons for wishing to see them. She would talk to Yukio Kuroi later, alone.

Tsuneo Arai always did have a flare for the dramatic. She tolerated it because he was the youngest of all of them, by far, and so was prone to such behavior. She had once had a fraccion just like him over a millenium ago, and she had destroyed it within a week. None of her fraccion had lasted long in those days when they numbered in the dozens, but many arrancar back then had wanted to be associated with her due to the security.

It would be easy enough to appeal to Tsuneo's ego, however. He may never reveal a fondness or hatefulness toward something, but not even he could resist the temptation of more power. Most of the arrancar would like him to be more respectful, but the only time she ever talked to him was when killing was involved. Manners were absolutely comical in conversations about murder, after all.

"We will wait for War before we begin our conference, Death. This is something we all need to hear, and I'd rather not have to repeat myself more than necessary"

Seth watched the appearance of another horsemen, Tsuneo Arai the horsemen of death, appear in front of the other two powers. Also the fact that the horsemen of death though that death applies to one as godly as Seth. What entertained Seth even more was reply to Seth’s’ previous question, this did indeed put a large grin on Seth face, something that hadn’t appeared there in a long time. Reina Tinieblas failed to see that Seth only meant to kill the shinigami as a start. Unless Reina planned to take out everything in existence all at once!

Seth’s’ reistu grew rapidly in pure excitement and even bigger grin followed by the gesture of her raising her head along with a little “tsk” the possibilities of the future didn’t seem so grim, with so many to kill and so much time. It truly was exciting to see how this would play out. Seth suppressed her reistu and returned to normal, but leaving the grin to a medium size. Seth licked her lips and looked at Reina-sama, the expression on Seth’s face should be a suitable reply.

Seth hands lay fiddling by her side not staying still for a moment, and that crazy expression began to take over her face like a vizard mask, but again Seth suppressed the excitement. It was times like theses Seth wished she had fraccion left to explode so that she could relief her excitement.

Seth’s eye then wondered over to the horsemen of Death, the owner of the title Seth originally wanted, but was taken from her. Although Plague fitted Seth better, as Seth was something that speeded fast and killed many, Seth still wanted Death merely because the name. Death.

"Well howdy y'all!" a familiar voice called out from a distance. With a soft thud noise, Feuern Sie Zauberer appeared with the other three arrancar. "Did I miss anything?" he said, his thick country accent seeping out with every word he spoke. "I apologize for bein' late to this here hoedown, but I had a few siti'ations to attend to." Feuern finished. An awkward moment of silence beseeched the air as he stood there looking from eye to eye, waiting. "Well, is one of y'all gonna catch me up or what?"

Reina had guessed correctly in indulging Seth's bloodlust. The woman was very passive sometimes, but she had a thirst for blood for which her throat was forever parched. It would do for now.

"Calm down, Famine. You look like a human infant with that blind grin and those fidgety hands. There will be quite some time before we can take any action and expect to gain retribution. One thing that you are not is a god."

The group heard Feuern Sie Zauberer's voice resonate through the desert before anyone could mount a reply, effectively cutting off the matter of getting a chance to kill anyone. He sometimes displayed a knack for such timing that Reina found convenient. He did tend to keep busy, however, and so it did not happen often.

"War, we have gathered to discuss the future of this dwindling realm, and I have a plan to make Hueco Mundo even stronger than when Aizen reigned in our old throne."

Reina looked at each of her Horsemen for a moment before continuing, "We are going on a search for any arrancar who are rogue to our ranks, or for any Adjuchas that show enough potential to become strong enough to serve us. We will all search for and train them. Any questions before I go on?"

"No, Famine, it is not." replied Reina matter-of-factly.

"None of you are allowed to kill any of those we find. If they struggle, incapacitate them and bring them to a cell in Las Noches for safe-keeping - there are still many cells still in tact and quite secure. To kill one of ours who are at such a seemingly low level would imply you are getting soft and losing your edge, wouldn't you agree?"

She let the question stand for them all to consider, though she had no worries that Feuern would go along with that stipulation. Yukio Kuroi had always fancied a seat among the Horsemen for himself, but he was only strong enough to challenge Death and Famine at the current time. She would help cultivate that ambition even further after she finished here today by having him observe Death's and Famine's progress.

Tsuneo gave a curt nod towards Reina, expecting that her speech was over. "I assume that's all you had to say then?"

Without waiting for an answer, Death spun around and walked away from the gathering of the horsemen in search for more hollows to bolster their ranks.

It had appeared that the ranks of the horsemen had begun to disperse, as Seth would most likely do soon as well. Hearing that the arrancar needed to increase there numbers before the war was indeed wise but not what Seth wanted to hear at all. But she had decided not to moan or cry, regardless to the fact that even if she did nothing would change especially when it was coming from the big boss herself.

Seth brushed her hair back off her face and turned in a single elegant motion. Without turning her head she said her last words before departing to carry out the new mission, "How strange". This was indeed something that would not be commonly said especially when departing, but it did make sense to Seth. Because when Seth joined this little gathering she assumed that Reina would take some arrancar pride, in being the queen. But instead it looked like she was going to do the smart thing and get high numbers. Seth pondered for a moment, would numbers really have that much affect when the arrancar had next to no team work.

Seth began to walk away from Reina-sama at a modest pace. It had appeared that Seth was the only one that appreciates the pleasures or merely walking away from a scene. Now days it was all about sondio and disappearing and such, this truly did annoy Seth seeing how she was famine. But at the same time it kinda made a smile appear on her face, as the less people appreciate things the more damage it will do when Seth decides to take it away, not that Seth was there enemy or anything tho.

Seth didn't turn back once to see if Reina would reply as it didn't really matter that much. Seth was almost out of view and then suddenly she turn 90 degrees anti-clock wise. She had relised her target was in that direction.

OCC:Loving the way everyone went down to like paragraph posts as soon as I did my 1/2 liner lol. Oh and btw Chromie if your reading this make the post and I'll get you in:)

Reina sighed. Youth. Death and Famine were the most likely to take a potentially negative outlook on her orders. She knew there was the possibility they might take it as a sign of weakness or a waste of time. Whether they did or did not was pretty useless to fret over, though. They had yet to learn that things such as honor or pride were utterly worthless. Shit, at least, made flowers grow - pride wasn't even that useful. All it could do would be to dig an early grave for its possessor.

Just before Death and Famine left, she added, "Keep in mind that if your students take a position when they are not ready they will die in short order. Such failure, once again, will reflect the possibility that one of the Horsemen has become unfit for their role. I suggest you use discretion when evaluating their abilities."

She watched them leave. Her wishes had been simple enough, and Yukio Kuroi would, more than likely, have no trouble tracking them without being detected. She turned to Feuern Sie Zauberer and said, "And you, War?"
